Rules for the 2008 CCAA Labor Day Invitational

CORPUS CHRISTI ATHLETIC ASSOCIATION
LABOR DAY INVITATIONAL SOCCER TOURNAMENT
TOURNAMENT RULES

ELIGIBILITY
The tournament is open to teams composed of no more than 18 players. All teams must be currently registered with their State, National or Provincial Association.

All teams are permitted no more than 3 guest players. Guest players must be listed on a “Tournament Guest Players” roster and their player cards must be available at Registration and throughout the tournament.

All teams must have Emergency Medical forms for all players with them at all times during the tournament. These forms will be checked at registration.

All NON Ohio South teams must file travel permission forms. Penalty: Any team found not to comply with any tournament rules shall be subject to forfeiture of all games played and to be played.

AGE
Player’s year eligibility shall be determined in accordance with OSYSA rules. Player passes with photograph and duly authorized by their appropriate USSF State Registrar must be presented at registration and before each game to the field supervisor.

LAWS OF THE GAME
International Rules (FIFA/USSF) apply with the following exceptions:
A. Substitutions may be made as follows:
1. After a goal by either team
2. Before a throw-in by your team
3. In case of injury
4. Before a goal kick
5. At the beginning of any period
6. On a yellow card

B. Game times:

Half time interval in all games shall be five minutes. Water breaks of not more than one minute per half may be taken if the referee decides they are necessary (time will not be added on).

PLAYER EQUIPMENT AND UNIFORMS
All players must wear uniforms of the same color and the shirts must be numbered differently. The color of these uniforms must match the color specified on the tournament roster (failure would result in team needing to change uniforms in case of a color conflict.) Home team will change uniform color in case of color conflict as determined by the referee (home team is first team listed). All players must wear shin guards completely covered by socks. The referee shall be the sole judge of dangerous equipment.

FIELDS AND GAME EQUIPMENT
The Tournament Committee shall provide nets, field markings, and corner flags for each game. The home team shall provide a game ball acceptable to the referee. If the home team fails to provide an acceptable game ball, one may be obtained from any source. Both teams will be benched on the same side of the field (opposite spectators). The Tournament Committee reserves the right to move games from one field to another to accommodate scheduling. No mechanical or electrical noisemakers will be allowed on any complex. No pets, food, or drinks may be brought onto any complex.

FORFEITS
A minimum of seven (7) players constitutes a team. A ten-minute grace period will be extended beyond the scheduled kick off before a forfeit is declared (the Tournament Committee shall be the sole judge of time of day). Failure to complete a match or a team leaving the field during play will result in forfeiture. No team that has forfeited a game will be declared a group winner. The winning team in a forfeit shall be awarded the average number of goals they have scored in their other games. All fractions to be rounded up to the next whole number. In case of a double forfeit, each team shall lose 0-1.

DISCIPLINE AND CONDUCT
Any player or coach ordered from the field of play by the referee for misconduct shall be suspended from the next game. No substitution will be permitted for an ejected player.

The Tournament Committee will order any spectator, fan or other person disrupting the tournament off the property. Failure to leave the complex can result in trespassing charges.


PROTEST
Coaches wishing to file a protest must notify both the referee and tournament director as soon as possible but in all cases before the end of the game. The game shall be stopped and the Tournament Protest Committee notified of the protest. The team must then post a $100.00 cash bond (returned only if protest is upheld) to the Protest Committee. The Protest Committee will hear evidence and decide the protest. After the decision of the Protest, committee the game will be resumed accordingly. Referee judgment will NOT be a basis for protest and will not be heard by the Protest Committee. No Protest Committee decisions can be appealed. If a game or portion of a game must be replayed, the Tournament Committee based solely on field availability will schedule it.

GENERAL
All Tournament Committee interpretations of the rules and regulations shall be final.

The Tournament Committee reserves the right to decide all matters not specifically covered by these rules and all matters necessary to facilitate the operation of the Corpus Christi Athletic Association Labor Day Invitational Soccer Tournament.

All decisions of the Protest Committee are final.

All Tournament Committee decisions concerning schedule and field playability are final. Corpus Christi Athletic Association and its sponsors are not responsible for any expense incurred by cancellations of scheduled games.

SCORES
Referee Game Reports will be turned into Tournament Headquarters. Please note that the scores listed on these game reports will be used to determine the standings. It is not necessary for coaches to report scores since all game reports are returned and posted ASAP. Team standings will be available on the bulletin board under the red canopy on the side of the building as you enter the complex and also on our Tournament website.

STANDING
Each team will be awarded three points for a win, one point for a tie, and no points for a loss. In the event of ties in the standings, the following procedure will be used to determine the group winner:

1. Winner of game between tied teams (not used if more than two team)
2. Most wins
3. Net goals differential (see explanation below)
4. Fewest goals allowed
5. Penalty kicks (see below). Time and place to be determined by the Tournament Committee.

NET GOAL DIFFERENTIAL
To determine the “net goal differential” between two or more tied teams, all preliminary games will be counted. Net goal differential shall not exceed (4) per game, as for the following example:

Each team will be awarded two points for a win, one point for a tie, and no points for a loss.

TIE BREAKER (SEMI-FINAL/FINAL GAMES)
In the event of a tie in a semi-final or final game, the winner will be determined as follows:

1. Two 10-minute periods played with goalies to conclusion. For the first period, the team kicking off and field ends shall be as determined for the first half. For the second 10-minute period changing ends and kick off. Winner to be determined at the end of the second overtime.

2. Penalty kicks as described below: (only if tied after overtime)

a. Each team will select five (5) kickers and a goalie from the players on the field at the end of the overtime periods.
b. Teams will alternate kicks (coin toss determines first team)
c. Goalie may be changed after any kick (see "a." above).
d. If score remains tied after all five kickers, teams will alternate until one team scores and the other does not.
e. No bench players may kick until all players on the field have kicked. No player may kick twice until every player on the roster has tried (injured players do not count).
